§ 3-2-8 GUIDELINES AND POLICIES FOR IMPLEMENTING FUNDING REDUCTIONS FOR CITY SERVICES.
   (A)   The following guidelines and policies be incorporated as a part of a financial plan of the city:
      (1)   The city will not accept funding from other levels of government far programs which do not meet local objectives.
      (2)   The city does not support the initiation of pilot projects which are inconsistent with local objectives.
      (3)   The city accepts as its first priority for funding those traditional city services which have been established as the primary responsibility of local government. Traditional city services shall mean those services which have been established by virtue of precedence as essential to the preservation of the health, safety and general welfare of the citizens of the city.
      (4)   Fees for services should be charged wherever equitable and should be adjusted periodically to compensate for actual costs of services. Separate resident and non-resident fees for city services should be considered.
   (B)   The city take the following actions to assist in determining funding reductions for city services:
      (1)   Explore possibilities of levying charges to other governmental bodies for costs to city resulting from mandates from those governmental bodies.
      (2)   Undertake specific studies to identify areas where increased productivity would nullify the need for additional positions on the filling of vacant positions.
      (3)   For each federal grant application a statement be prepared citing the city's long-term financial responsibilities if the grant program is approved.
      (4)   Identify facilities the renovation or replacement of which might reduce operating costs.
      (5)   Assign a high priority to the collection of all overdue fees and charges for city services.
      (6)   Prepare an analysis of rental costs incurred by the city and the possibility of reducing these costs through the relocation of certain city operations.
      (7)   Review all human services funded by the city in order to establish priorities and then ascertain the feasibility of obtaining other sources of funding for these programs.
      (8)   Establish a requirement that employees hired for programs funded by federal and state grants be hired as term employees whose continued employment is conditional upon the continuation of the relevant grant.
