§ 3-2-1 PROCEDURES ON PRESENTATION OF ORDINANCES AND RESOLUTIONS BY AND BETWEEN MAYOR AND COUNCIL.
   (A)   Whenever the City Council shall have enacted proposed ordinances and resolutions said proposed resolutions and ordinances shall be sent from the Council to the Mayor accompanied by a letter of transmittal indicating the date on which it is being presented to the Mayor by the Council.
   (B)   When the Council has forwarded a proposed ordinance or resolution as set forth above, then if the Mayor approves the proposed ordinance or resolution or if the Mayor fails to act within 10 days from the date of presentation by the Council, the Mayor shall then forward said proposed ordinance or resolution to the City Clerk and concurrent with this action, the Mayor shall notify the City Council, in writing, of the action taken and the date of the action by the Mayor. The City Clerk shall assign a number to the ordinance or resolution and shall send a copy of the same to the Council.
   (C)   If the Mayor disapproves all or part of any proposed ordinance or resolution, said proposed ordinance or resolution shall be returned to the Council, accompanied by a message indicating the reason for the Mayor's disapproval and the date of the Mayor's action. For the purposes of this section, the date of return shall be the next regularly scheduled meeting of the Council held after receipt of the message in the office of the Clerk of the Council.
   (D)   In the event the Mayor disapproves all or any part of a proposed ordinance or resolution and the Council shall pass the proposed ordinance or resolution over the Mayor's veto, the ordinance or resolution shall be transmitted by the Council to the City Clerk and concurrent with said transmittal shall by message inform the Mayor of the action of the Council. The City Clerk shall assign a number to the ordinance or resolution and shall send a copy of the same to the Council.
   (E)   In the event the Council fails to pass a proposed ordinance or resolution over the Mayor's veto within 10 days of its return by the Mayor, the proposed ordinance or resolution shall be dead.
   (F)   Council memorials shall be numbered by the Clerk of the Council and transmitted to the appropriate parties.
   (G)   Charter amendment proposals that emanate from the City Council shall be sent to the City Clerk, who shall assign a proposition number to the Charter Amendment Proposal.
