(A) The city shall consistently evaluate potential and existing conflicts for the possibility of efficient and constructive resolution through the use of alternative dispute resolution (ADR) at the first appropriate administrative level.
(B) The city shall encourage the use of ADR in all appropriate situations.
(C) The Administration shall coordinate efforts to encourage and enhance the use of ADR techniques.
(D) Council staff should continue to work with the Administration and private mediators to expeditiously develop guidelines for the use of ADR to accomplish appropriate, cost effective resolution of disputes relating to site-specific land use regulation changes, recognizing that the city cannot finally decide such matters outside the system required by Constitutional due process, statutes and ordinances. Proposed guidelines shall be approved by the Environmental Planning Commission and the Council before being implemented for a test period.
