§ 3-1-3 EFFICIENT GOVERNMENT POLICY.
   (A)   It shall be the policy of city government to attempt continually to operate as efficiently as possible and that pursuant to this end on-going studies should be conducted to help achieve efficient and effective government functioning.
   (B)   The City Council supports the Department of Internal Audit in conducting regular management studies and audits to evaluate the efficiency of city operations and offer recommendations.
   (C)   The City Council shall identify specific management studies and audits consistent with this policy. These projects shall be submitted to the Internal Audit Committee as requests for special audits.
   (D)   An ad hoc committee shall be established by the Department of Internal Audit for these government efficiency studies and a member of the City Council staff shall be a member of this committee.
   (E)   The Internal Audit Department shall assign sufficient staff to these studies so that preliminary or final project reports may be submitted to the City Council and the Mayor prior to March 1, 1992 and by May 8, 1992.
   (F)   A management consulting firm may be hired to assist the Department of Internal Audit in conducting these management studies and audits.
   (G)   $25,000 is appropriated to the Department of Internal Audit from the General Fund Reserve to secure the assistance of the management consulting firm.
