(A) The Dr. Martin Luther King, Jr. Memorial Committee will be responsible for creating a recommendation for a location, design guidelines and budget for the memorial;
(B) Upon acceptance by the City Council and the Mayor, the Committee will create a Request for Proposal for the design and construction of such a memorial at the recommended location, with the recommended design guidelines and within the recommended budget.
