(A) The Planning and Management Oversight Committee for the Balloon Fiesta Park is hereby established and shall consist of nine members, each to be appointed by the Mayor from each of the following organizations with the advice and consent of the Council:
(1) State of New Mexico, Energy, Minerals and Natural Resources Department;
(2) Board of Directors for the Albuquerque International Balloon Fiesta;
(3) Three representatives from the surrounding, recognized neighborhood associations, one from the Wildflower Neighborhood Association and two from the Alameda North Valley Association;
(4) Sandia Pueblo;
(5) AMAFCA;
(6) Bernalillo County government; and
(7) Local industry located near the park.
(B) The Mayor and Council will appoint staff members to coordinate with the Planning and Management Oversight Committee and appropriate city departments will provide information.
(C) The responsibilities of the Planning and Management Oversight Committee shall be to:
(1) Advise the design team concerning strategies to deal with the following issues in the master plan:
(a) Possible neighborhood impacts;
(b) Development of a multiple use recreation and cultural facilities;
(c) Funding strategies;
(d) Sensible use of water;
(e) Operations and maintenance;
(f) Privately funded activities and buildings; and
(g) Access and traffic control (pedestrian, vehicular and bicycle).
(2) Serve in an advisory and oversight capacity to the design team throughout the preparation and implementation of the master plan.
(D) The Planning and Management Oversight Committee will coordinate with the Anderson/Abruzzo International Balloon Museum Board of Trustees and the Metropolitan Parks and Recreation Advisory Board throughout the review of the master plan.
(E) The Planning and Management Oversight Committee will work with the Parks and Recreation Department, the Anderson/Abruzzo International Balloon Museum Board of Trustees and other private and public entities on issues concerning the continued management, operation and maintenance of the Balloon Fiesta Park.
(F) The Planning and Management Oversight Committee shall be governed according to the Public Boards, Commissions and Committees Ordinance, § 2-6-1-1 et seq. R.O.A. 1994.
(G) The City Council shall approve the Balloon Fiesta Park Master Plan through a resolution. Furthermore, the City Council shall approve the renewal of the agreement between the city and the Albuquerque International Balloon Fiesta.
(H) The Planning and Management Oversight Committee shall serve until the final determination of governance of the Balloon Fiesta Park is made by the Mayor and City Council. At that time, the membership and functions of the Planning and Management Oversight Committee may be included in a new governance structure.
