§ 2-9-1 LAW ENFORCEMENT CONSOLIDATION TASK FORCE.
   (A)   The Law Enforcement Consolidation Task Force is hereby established. The task force shall consist of 19 members, as follows:
      (1)   Nine citizens appointed by the Mayor of Albuquerque with the advice and consent of the Council.
      (2)   Seven citizens appointed by the Bernalillo County Commission.
      (3)   One citizen appointed by the Mayor of the Village of Los Ranchos de Albuquerque subject to the confirmation and consent of the trustees.
      (4)   One citizen appointed by the Mayor of the Village of Tijeras with the advice and consent of the Village Council.
      (5)   The Chairman shall be a citizen appointed jointly by the Bernalillo County Commission and the Mayor of Albuquerque with the advice and consent of the Council. The members of the Task Force shall be appointed from the broadest possible base of the community at large.
   (B)   The task force shall study the feasibility of establishing a single law enforcement agency to serve the county of Bernalillo, the city of Albuquerque, and the villages of Los Ranchos de Albuquerque and Tijeras. The task force shall identify problems inherent in consolidation, and if consolidation seems feasible, it shall examine alternative approaches to these problems. The task force's final report shall indicate their findings and recommendations, alternatives studied, and any other matter of concern to the task force.
   (C)   All meetings of the task force shall be open to the public. Reasonable notice shall be given to the public prior to any meeting. Opportunities shall be provided for public input.
   (D)   The task force shall make periodic reports on its progress to the Joint City-County Intergovernmental Committee. Upon completion of the study, the task force shall transmit copies of the final report to the governing bodies of the county of Bernalillo, the city of Albuquerque, and the villages of Los Ranchos de Albuquerque and Tijeras. The study and the final report shall be completed by January 1, 1979. The task force shall continue in existence until April 1, 1979 , for the purpose of explaining its recommendations, as requested.
