(A) In order to assess whether the City of Albuquerque should enact legislation similar to the state's Night Sky Protection Act, the matter should be evaluated carefully by City staff with the appropriate expertise.
(B) All aspects of the Night Sky Protection Act including enforcement, non-conformance, and penalties should be carefully identified and evaluated.
(C) The Night Sky Protection Task Force shall be appointed by the Mayor and will consist of representatives from the City's Zoning Enforcement Division, the Electrical Section of the Building Inspection Division, the Planning Manager of the Planning Department, two interested citizens, a representative from the lighting industry, a representative from the Mayor's Office, and a member of the City Council staff.
(D) The Task Force shall make every effort to solicit and encourage citizen input on this issue, and shall hold a minimum of one public meeting prior to its final recommendations.
(E) The Task force shall submit a report to the Mayor and Council containing findings and recommendations no later than January 1, 2001.
