(A) An advisory committee (the Committee) shall be formed to provide oversight on policy matters and review topics of mutual interest and benefit concerning the city and the Middle Rio Grande Conservancy District (MRGCD), a special district organized pursuant to NMSA Section 73-14-1 et seq.
(B) The Committee's purposes include the discussion of topics of common interest, long-range goals, community needs and other items as requested by the respective bodies, and to subsequently make recommendations to those bodies.
(C) The city representation to the Committee shall be the Mayor, or his representative, and two City Councillors to be named by the City Council President, subject to approval of the City Council.
(D) The Middle Rio Grande Conservancy District representation to the Committee shall be the MRGCD Chief Engineer, or his representative, and two Conservancy District Board members to be named by the Chairman of the MRGCD, subject to approval of the Conservancy District Board.
(E) The Chairman of the City-MRGCD Advisory Committee shall be elected by the Committee, provided that the chair position alternate between city and MRGCD representation annually at the first meeting following January 1 of each year. A quorum of the Committee shall be four members, provided at least two members from both the City and the MRGCD are present. The Council and the Conservancy Board shall each appoint a non-member from its body who may sit on the Committee with full powers at any Committee meeting if a member from the Council or the MRGCD is absent. The city alternate may sit if a Council member is absent and the MRGCD alternate may sit if a Conservancy Board member is absent. The Committee shall promulgate rules for its conduct.
