(A) The Transit Citizens Advisory Board, hereinafter referred to as “Board,” shall consist of 12 members. The term of each member shall be three years. The official dates of when each member shall begin and end his/her term shall be determined by the Mayor.
(B) The Board shall act in an advisory capacity to the Transit and Parking Department in connection with the development and promotion of mass transit services in the city.
(1) The Board shall:
(a) Advise the Department on means of improving the mass transit system and increasing its utilization, including but not limited to scheduling, routing, marketing, fares, and public amenities;
(b) Serve as a vehicle for citizen input on the mass transit system and for public education about the system. The Board shall seek to increase the community involvement in the transit system's public relations programs;
(c) Encourage private efforts to foster energy conserving transportation to employment or commercial centers;
(d) Recommend to the Department programs and facilities for further development of the mass transit system. The recommendations shall include means of financing them; and
(e) Seek input from and work cooperatively with other appropriate city boards and commissions, including but not limited to those in the area of air quality, environmental and transportation planning, the disabled, and low income housing.
(C) A committee exists and is to be known as the Advisory Committee on Transit for the Mobility Impaired.
(1) The Advisory Committee on Transit for the Mobility Impaired shall consist of 12 members, six of whom shall be mobility impaired, and six of whom shall be representatives of agencies that work with the mobility impaired. Members currently serving on the committee shall continue until the end of their term.
(2) The term of each member of the Committee shall be three years. The official dates when each member shall begin and end his/her term shall be determined by the Mayor. Of the new Committee members, four shall have terms ending January 31, 1998, and the rest shall have terms ending January 31, 1999.
(3) The Committee shall meet at least monthly to perform, at a minimum, the following tasks:
(a) Provide recommendations to the Transit and Parking Department regarding the city's short and long range plans to enhance public transportation services for the mobility impaired in accordance with the ADA.
(b) Review ADA-related public transportation plans, review progress toward goals outlined in the plans, and recommend modifications to plans as appropriate.
(c) Assist the Transit and Parking Department in identifying and obtaining new funding sources for specialized mass transit services.
(d) Consider passenger complaints and appeals concerning paratransit service and ADA issues related to fixed-route service.
(e) Study the systematic problems facing the mobility impaired utilizing fixed-route and paratransit services, and make recommendations to resolve such problems.
(f) Prepare an annual report to be submitted to the Mayor and City Council, reporting activities and concerns of the Committee.
(D) The Transit and Parking Department shall cooperate fully with the Committee, including providing access to statistical reports and ADA plans.
(E) All meetings of the Committee shall be open to the public.
(F) That except as provided in this section, the qualifications, appointment, and conduct of the members of the Committee shall be governed by Article 6 of Chapter 2 of the Revised Ordinances of Albuquerque, New Mexico, 1994.
