The Housing Commission shall, undertake the following activities and present a status report on each activity to the Mayor and Council within one year of its formation:
(A) Investigate new and innovative methods of financing new housing construction for low and moderate income families, including possible new construction and/or financial consortiums, and recommend specific methods of securing voluntary participation of developers in such construction.
(B) Investigate new construction methods and changes in the building code which would lead to lower construction costs while maintaining good quality housing for low and moderate income families.
(C) Investigate legal and economic feasibility of an Urban Homestead Program in the city utilizing the physical and financial resources of:
(1) The city of Albuquerque;
(2) The state of New Mexico;
(3) Bernalillo County;
(4) Federal Department of Housing and Urban Development;
(5) Local financial institutions.
(D) Investigate redlining by financial institutions and recommend specific methods of securing voluntary participation of such institutions to provide financing for homes in geographic areas of the city where it is not presently available.
(E) Investigate and recommend methods of better assisting low income housing tenants who have social and physical problems. Method of financing such solutions should also be recommended.
(F) Investigate problems of delinquent rents and upkeep of existing city-owned housing for low income families; what changes should be made, if any, in maintenance programs and maintenance responsibility; and methods of financing any such recommendations.
(G) Investigate and recommend methods of cooperation between the city Department of Housing and Development, the state Mortgage Finance Agency, and the state Housing Authority and other Housing Groups, with regard to the financing and production of more housing for low and moderate income families.
(H) Hold dialogue with the Environmental Planning Commission, the Albuquerque Home Builders Association, low income people or their advocates, financial institutions, real estate groups and construction groups, and recommend how these individual groups' interests and efforts can be more effectively coordinated in the future for furtherance of the city's housing program.
(I) Prepare recommendations on matters of interest to the state Housing Authority.
