§ 2-5-2 METROPOLITAN PLANNING COORDINATING COMMISSION.
   (A)   Creation of the Metropolitan Planning Coordinating Commission. There is hereby created a Metropolitan Planning Coordinating Commission. The Commission shall be composed of 11 members, including one City Councillor, the Mayor, one Environmental Planning Commissioner, the City Planning Director, two members of the Board of Education-Albuquerque Public Schools, the Superintendent of Albuquerque Public Schools, the Building and Planning Director for Albuquerque Public Schools, one County Commissioner, one County Planning Commissioner, and the Executive Director of the Middle Rio Grande Council of Governments. The members representing the City Council, Environmental Planning Commission, Board of Education, County Commission, and County Planning Commission shall be appointed by the entity they represent for a term to be determined by said entity. The members of the Commission shall elect a chairperson who shall serve a one year term. No member shall serve as chairperson for more than two consecutive terms.
   (B)   Powers and duties. The Commission shall:
      (1)   Exchange information regarding planning activities and growth and development patterns and trends.
      (2)   Encourage and facilitate the development of longer-range planning capabilities within the respective jurisdictions.
      (3)   Exchange information about capital projects, so that projects undertaken by one jurisdiction may be coordinated with other jurisdictions.
      (4)   Provide information to each other to aid in the coordination of school locations, transportation and other land use parameters.
      (5)   Study and recommend the development of joint projects and joint use programs, including equitable financing of such efforts.
      (6)   Make efforts to find constructive and beneficial uses for school sites which are no longer needed as such.
      (7)   Make recommendations to the bodies they represent relating to project coordination and to any of the other matters listed in this section.
   (C)   Organization.
      (1)   All meetings of the Commission shall be open to the public and insofar as possible, shall be held at a publicly-owned facility.
      (2)   Reasonable notice shall be given to the public prior to any meeting of the Commission.
      (3)   The Commission shall normally meet at least monthly.
      (4)   The Commission may promulgate such rules and regulations for its conduct as may be deemed necessary.
