§ 2-4-5 ADVISORY COMMITTEE ON THE HOMELESS.
   (A)   There is hereby created the Advisory Committee on the Homeless, hereinafter referred to as the “Committee” which shall consist of 15 members. The Committee shall include seven representatives from the homeless provider agencies, the Governor or a designee, a member of the New Mexico First Congressional Delegation or a designee, a member of the Albuquerque City Council or a designee, a member of the Conference of Churches, and four members at large. The term of each member shall be three years.
   (B)   The Committee shall act in an advisory capacity to the city in connection with the assessment of homelessness and development of recommendations and programs to address the problem. The Committee shall:
      (1)   Advise the city in reviewing and updating the number and characteristics of the homeless population.
      (2)   Encourage private efforts to assist the homeless, including business, religious and social organizations.
      (3)   Identify local, state, federal and private financial resources.
      (4)   Recommend programs and facilities for further development of ways to address homelessness in the city. Recommendations shall include means of financing them.
      (5)   Seek input from and work with other agencies, including but not limited to those in the areas of providing support services to the homeless.
   (C)   Except as provided in this section, the qualifications, appointment and conduct of the members of the Committee and the organization structure of the Committee shall be governed by the Revised Ordinances of Albuquerque, New Mexico.
   (D)   The Mayor shall provide the staff assistance as may be required by the Committee.
