§ 2-4-3 COMMISSION ON ADULT LITERACY.
   (A)   A Commission on Adult Literacy is hereby established.
   (B)   The Mayor's Commission on Adult Literacy shall consist of 15 members, appointed by the Mayor with the advice and consent of the Council. The members shall be selected from the community at large, and the initial members shall serve staggered one, two and three year terms. After expiration of the initial terms, all appointments shall be for three year terms from the dates of their appointments.
   (C)   The Mayor shall appoint a Chairperson from among the 15 members of the Commission.
   (D)   The following duties and responsibilities are hereby delegated to the Commission:
      (1)   The Commission shall establish a program to train volunteers to serve as tutors to adults who have a desire to learn to read.
      (2)   The Commission shall coordinate all the volunteer efforts of the program and meet as necessary to monitor the progress of the program.
   (E)   Upon request, the Mayor shall provide such staff assistance as is needed and within existing budget limitations.
