(A) A twelve member Water Resources Planning Customer's Advisory Committee shall be established. Members shall be representative of a broad range of interests and of the geographical area served by the city.
(B) The Customer's Advisory Committee shall be comprised of one representative from each of the following organizations: the Albuquerque Economic Forum, the Greater Albuquerque Chamber of Commerce, The Coalition of Neighborhoods, the Albuquerque Hispano Chamber of Commerce, the League of Women Voters, the Sierra Club and Shared Vision. Additionally, the Committee shall include two representatives from the League of Neighborhoods, one from each side of the Rio Grande, two members at-large to represent the interests of the general public and one member to represent the interests of the unincorporated portion of Bernalillo County. Each member shall be a residential customer of the City of Albuquerque municipal water system. The Customer's Advisory Committee should be represented by at least one member of each City Council District..
(C) The members of the Customer's Advisory Committee herein shall be appointed by the Mayor with advice and consent of the Council, and shall be governed according to the Public Boards, Commissions and Committees Ordinance Section 2-6-1-1 et seq. RO 1994.
(D) All appointments shall be for terms of three years unless the appointment is to fill a vacancy; provided that the initial terms of newly established members shall be staggered and shall be for either one, two, or three years.
(E) The Committee chair shall be selected by and from the Committee membership.
(F) The Committee is authorized to assist in the implementation of the Albuquerque Water Resources Management Strategy by providing advice from the perspective of municipal water system customers to the Public Works Department's water resources strategy implementation team and to the Mayor and City Council. The Committee will meet as often as it deems necessary in order to fulfill its charge to assist with implementation of the strategy.
(G) Staff and consultants will keep the committee informed of the status of the implementation process and upcoming potentially controversial issues, and will provide information requested or needed by the Committee to understand the facts and issues related to implementation.
(H) Active participation by the Committee members is important to the eventual successful implementation of the water supply strategy and is a condition of continued membership on the Committee.
(I) The Committee will assist and advise staff in addressing any issues related to implementation of the Albuquerque Water Resources Management Strategy, including but not limited to needed additional data and analyses, implications for public and customer acceptability, and effective ways of educating the public.
(J) The Committee will report their activities and project progress to the Administration and the City Council semi-annually.
