(A) An Office of Utilities Management shall be established from all existing city staff whose primary duties and tasks involve the control and management of electricity, telephones, natural gas, utility legal matters, water consumption, and cable television, and who regularly communicate with the utility companies/operations.
(B) The Office of Utilities Management shall report directly to the Chief Administrative Officer.
(C) The Office of Utilities Management shall be composed of all existing city staff whose primary duties and tasks involve the control and management of electricity, telephones, natural gas, utility legal matters, water consumption, and cable television, and who regularly communicate with the utility companies and/or their operations.
(D) The Office of Utilities Management shall review requests of any City Council mandated task force assembled for the purpose of studying policies involving utilities, shall provide research, technical analysis, and other staffing needs upon request, and shall share the same objectives and goals.
(E) The city franchise issue shall address, at a minimum, generalized negotiation and renegotiation strategies, regular utility auditing provisions and potential areas for municipal regulation.
(F) The Office of Utilities Management shall commence operation no later than March 30, 1989.
