(A) A task force of two councilors, two city staff and four citizens with extensive business experience to be called the Small Business Advisory Committee is hereby formed.
(B) The city staff and citizens Task Force members shall be nominated by the Mayor and confirmed by the Council. The Council shall dominate and confirm its own members.
(C) The Council Small Business Task Force shall meet as often as it deems necessary to review all aspects of city government to determine those programs and services which may be provided at less cost or more efficiently by private enterprise.
(D) The Council Small Business Task Force shall report to the Council and the Mayor those changes in city procurement of programs and services which might result in more efficient service and cost savings to the taxpayer.
(E) The Council Small Business Task Force shall continue for a period of one year from the date of confirmation of its members and may be continued by subsequent council resolution.
