§ 2-2-2 CONSTRUCTION INDUSTRY ADVISORY COMMITTEE.
   (A)   The Mayor shall cause a study to be conducted of building, plan checking and inspection services provided by those city departments having jurisdiction over these services, and of the allocation of the cost of such services.
      (1)   The study shall analyze:
         (a)   Current building and inspection productivity and possible productivity improvements, such as a single inspector inspecting multiple functions (i.e. - structural, gas, plumbing).
         (b)   Allocation of the costs of building and inspection services.
         (c)   Relationship between the Building and Inspection Division and other departments, including Public Works, insofar as building, plan checking and inspection procedures are concerned.
         (d)   Alternative permit fee procedures, such as a single permit per structure or an escrow account for any permit revenues in excess of building and inspection service costs in a given fiscal year.
         (e)   Adjustment of building and inspection service charges.
         (f)   Other pertinent matters.
      (2)   For purposes of the study, accurate data on building and inspection operations shall be kept, and if possible, means of increasing productivity shall be tested. The Mayor shall consult with the construction industries about operational improvements and matters covered by the studies.
   (B)   The Mayor, with the advice and consent of the Council, shall appoint a permanent Construction Industry Advisory Committee. The Advisory Committee shall not exceed 12 members and shall consist of representatives of the construction industry and design professions. The committee shall make recommendations to the Mayor about the study of building, plan checking and inspection services which is called for in this section and shall oversee the provisions of such services on a continuing basis and periodically shall make recommendations to the Mayor on improvements in service delivery and adjustments to the fees charged for services.
   (C)   The study shall include recommendations about productivity improvements, allocation of building and inspection service costs and adjustments of building and inspection service charges. The study and the recommendations for productivity improvements shall be completed by December 1, 1978, and shall be transmitted to the Council and other interested parties for their review by that date. The analysis and recommendations regarding alternative permit fee procedures and adjustment of service charges shall be completed and transmitted to the Council within six months after initiation of the centralized building plan checking/permit issuance process, but no later than March 15, 1979.
