§ 2-1-17 E-GOVERNMENT TASK FORCE.
   (A)   The City's Chief Information Officer shall create a task force comprised of staff from several departments to identify, define and document the various elements and issues of e-commerce and e-government which may impact the City of Albuquerque.
   (B)   The task force shall include members from the information services division, the water customer service division, solid waste department, the environmental health department, the police department, the traffic engineering division, the treasury division, the purchasing office, the planning department, City Council, and any other department that issues licenses and permits.
   (C)   The task force shall look at areas of electronic City-related business transactions, such as but not limited to obtaining City services, obtaining and online payment of City permits and business licenses, online building permit and plans checking, enrolling in City programs, and online payments of tickets, fines and utility bills.
   (D)   The task force shall develop an Enterprise wide approach that includes the following:
      (1)   Provides the foundation for integrated, cross-agency solutions.
      (2)   Presents a hardware-independent, non-proprietary solution designed for maximum flexibility.
      (3)   Incorporates highly scalable and highly available architecture.
      (4)   Includes infrastructure components such as payment processing, payment tracking, security, authentication, e-forms, business rules, authorization and host integration.
      (5)   Developed on open standards for interoperability with other platforms and applications.
      (6)   Exceeds requirements for users with visual impairment as established by the ADA and Section 508 for accessibility.
      (7)   Integrates a common Internet architecture and common business logic into all delivery channels. Internet, Interactive Voice Response (IVR) and Wireless interfaces should be supported.
   (E)   The task force shall develop goals for online transactional services and provide a Request for Proposal (RFP) to the Information Services Committee by February 9, 2002 for approval.
   (F)   The task force shall work with the Purchasing Office to form a selection committee to review the proposals.
