§ 2-1-15 PROGRAM AND BUDGET PLANNING TASK FORCE.
   (A)   The initial step toward considering program and multi-year budget planning for Albuquerque is to form a Program and Budget Planning Task Force composed of the Chief Administrative Officer, Deputy Chief Administrative Officers, the city's Budget Officer, the CIP Official, the Finance and Administrative Services Department Director, the Office of Management and Operations Improvement Manager, and the City Council Services Director.
   (B)   This Program and Budget Planning Task Force shall confirm the feasibility of converting to this new budget preparation methodology and benchmark best practices in other cities using multi-year budgeting.
   (C)   The Program and Budget Planning Task Force shall develop an implementation plan which shall include policy guidelines to convert to biennial budgeting and shall submit them to the Mayor and City Council within six months for consideration and appropriate action.
   (D)   Further, this Task Force shall also develop enabling legislation to submit to the Mayor and City Council for consideration and appropriate action.
