(A) An Indicators Progress Commission is hereby established which shall be composed of 12 members appointed by the Mayor with the advice and consent of the City Council. Of the initial appointments, four members shall be appointed for terms expiring at one year, four members for terms expiring at two years, and four members for terms expiring at three years. Appointments after the initial group will have terms of three years.
(B) The members should be representatives from a cross section of private and public organizations representing community-based organizations, business organizations, educational institutions, community service organizations and others and that these representatives shall actively convey to their respective organization members or constituents the work of the Commission. Every two years, membership shall be reviewed by the Mayor and City Council with organizations added and/or deleted as necessary to accommodate changing conditions and needs.
(C) The Indicators Progress Commission shall be responsible for coordinating the review of indicators of important community conditions relating to the City's five-year goals and to the community's sustainability characteristics in order to monitor results and evaluate the progress of our community. It will:
(1) Develop and integrate factual information on community conditions and trends including sustainability indicators, goal progress indicators, census data, locally generated socioeconomic data, citizen satisfaction survey information, and other data indicating the current situation and progress in reaching the five-year City goals.
(2) Analyze this data on community conditions and recommend goals and other means to respond to changing conditions and the community's long-term sustainability.
(D) The Indicators Progress Commission shall incorporate indicators developed by the Sustainable Community Committee with consideration of the results of major consensus building events such as town halls and civic forums. In reporting the status of progress toward goal and sustainability achievement, the Indicators Progress Commission will recommend revisions to the five-year City goals.
(E) The Indicators Progress Commission shall produce a goals progress report every two years which communicates the results of the above activities to the Mayor and City Council and to participants in a civic or goals forum every four years. The Indicators Progress Commission will also report on sustainability progress at least every two years.
(F) The Chief Administrative Officer will assign appropriate city staff to support the activities and direction of the Indicators Progress Commission.
