(A) A committee shall be established to be responsible for the review, assessment and guidance of the Legal Department in areas concerning the negotiation of utility franchises.
(B) The committee shall consist of four members:
(1) The Chief Administrative Officer;
(2) The City Attorney;
(3) The Director of Council Services; and
(4) The Director of Public Works.
