§ 2-1-9 INTERNATIONAL COORDINATING COUNCIL.
   (A)   The Intergovernmental Coordinating Council (the Council) shall be established and consist of the following members: the Mayor of the City of Albuquerque and the President of the Albuquerque City Council; the Superintendent of the Albuquerque Public Schools (APS) and the President of the APS School Board; the President of the University of New Mexico and the President of the Board of Regents of the University of New Mexico; the Chairman of the Bernalillo County Commission and the County Manager of Bernalillo County; and the President of the Albuquerque Technical-Vocational Institute (T-VI) and the Chairman of the Governing Board of Albuquerque T-VI. The members of the Council shall meet on a quarterly basis, which shall be organized initially by the Mayor of the City of Albuquerque. These meetings will provide an opportunity to propose joint projects, consider the feasibility of previously proposed projects, evaluate the effectiveness of on-going projects, and address other topics of concern to the members.
   (B)   The staff shall be drawn from the different organizations participating in the Council to work, on an ad hoc basis, on joint projects agreed upon by members of the Council.
   (C)   A top executive aide of each member organization of the Council shall be directly responsible to the Council members for carrying out projects. This responsibility shall include organizing appropriate staff members, overseeing the activities of these individuals, and insuring that their work produces tangible results within a reasonable period of time. This aide shall be appointed by the Council members from the respective organizations. The aides, or their designees, shall carry out the above activities and meet on a monthly basis or more frequently as appropriate.
   (D)   The Intergovernmental Coordinating Council shall act as a forum to:
      (1)   Increase communication and cooperation among the principal educational and governmental organizations in the Albuquerque metropolitan area;
      (2)   Identify initiatives with regard to joint governmental and educational programs;
      (3)   Increase the operational efficiency of each of the Council organizations by emphasizing joint programs and uses of facilities and, thereby, obtain greater benefit from the taxpayer's money and reduce the need for more taxation; and
      (4)   Insure that joint programs are implemented properly and monitor the effectiveness of joint operations.
