§ 2-1-5 ANIMAL ISSUES ADVISORY BOARD.
   (A)   Animal Issues Advisory Board.  
      (1)   There is hereby created the Animal Issues Advisory Board, hereinafter referred to as the “Board” which will consist of 13 members. The Board shall include nine at-large citizen representatives and one representative or a designee from each of the following categories:
         (a)   A veterinarian;
         (b)   A humane association located within the city;
         (c)   An educational institution representative;
         (d)   A kennel club located within the city.
      (2)   The standard term of each member shall be three years.
      (3)   The Board shall operate under the guidance of Animal Control.
   (B)   Duties and powers. The Board shall promote and encourage private and public programs to further develop public awareness of animal issues. In carrying out its duties and powers, the Board shall:
      (1)   Serve as a public forum for discussion of animal issues, including protection of citizens from injuries caused by animals and protection of animals from citizen neglect and abuse.
      (2)   Recommend to the Mayor policies which relate to animal issues.
      (3)   Keep itself informed of the needs of the city's Environmental Health Department Animal Control Division (“Animal Control”) and work with Animal Control in formulating short-term and long-term goals.
      (4)   Identify appropriate public education issues and assist Animal Control in educating the public through programs which promote responsible pet ownership, including programs which provide information regarding appropriate care, treatment, training and control of animals and limitation of unwanted animal populations by spaying and neutering procedures.
      (5)   Assist Animal Control in disseminating educational materials through the media, the educational system, veterinary clinics, pet shops, and other appropriate locations.
      (6)   Conduct fund raising activities, with proceeds being utilized to support Animal Control programs in need of additional funds.
   (C)   Membership and organization. The Mayor will seek recommendations from the Albuquerque Veterinary Association, Albuquerque humane associations and Albuquerque kennel clubs regarding appropriate appointments to the Board. An official representative from the Albuquerque Animal Control Division, appointed by the Manager of that Division, will be an ex officio member of the Board.
   (D)   Staff. Animal Control will provide staff services to assist the Board in its educational activities.
   (E)   General provisions. This Board shall be subject to the provisions of the Revised Ordinances of Albuquerque, New Mexico.
