§ 2-1-4 GOALS COMMISSION.
   (A)   A Goals Commission is hereby established.
   (B)   Initially, the Commission shall be composed of 15 members from the Goals Committee or from one of the regular task forces of the Goals Committee.
   (C)   The members and chairman of the Goals Commission shall be appointed by the Mayor with the advice and consent of the Council as follows:
      (1)   At least one of the members shall reside in each of the Council districts;
      (2)   Three of the members shall be appointed from a list submitted by the Bernalillo County Commission;
      (3)   Three of the members shall be representative of local private and public educational institutions;
      (4)   Of the original members, five shall have terms ending June 30, 1985; five shall have terms ending June 30, 1986, and five shall have terms ending June 30, 1987, as determined by the Mayor. In addition, one each of the original members appointed fulfilling the standards of divisions (C)(2) and (C)(3) shall have terms ending June 30, 1985, one each shall have terms ending June 30, 1986, and one each ending June 30, 1987. Thereafter, all members shall be appointed to three-year terms.
   (D)   The following duties and responsibilities shall be delegated to the Commission:
      (1)   The Commission shall act as a liaison to those entities designated to implement the goals and objectives set forth in the Goals for Albuquerque 1983 - 1984, and shall act as a point of clarification on the written goals and objectives as well as serving in the capacity of constructive advocate of the changes recommended by the citizen participants in the goals process.
      (2)   The Commission shall comply with all applicable policies, ordinances, resolutions and regulations of the city.
      (3)   The Commission shall cooperate with other city boards and commissions.
