§ 2-1-2 INTERNAL MANAGEMENT TEAM.
   (A)   An Internal Management Team shall be established to oversee and monitor the implementation process of the goals and objectives process pursuant to Ordinance O-119, Enactment 48-1995, including:
      (1)   Applying resources needed to ensure completion and continuity of the phases;
      (2)   Ensuring performance of city objectives and creating a framework to measure and communicate progress;
      (3)   Ensure the development of outcome and output based on performance measures related to the objectives; and
      (4)   Making recommendations for future objectives.
   (B)   The Internal Management Team shall consist of the following members:
      (1)   Chief Administrative Officer, Chair;
      (2)   Deputy Chief Administrative Officer;
      (3)   Director of the Office of Management and Budget;
      (4)   Director of the Office of Economic Development;
      (5)   Director of the Office of Management and Operations Improvement;
      (6)   Director of the Planning Department;
      (7)   Two at-large department directors appointed by the Chief Administrative Officer on a rotating basis; and
      (8)   Director of City Council Services.
   (C)   A coordinator shall be assigned by the Chief Administrative Officer to serve as external liaison between the Internal Management Team and community entities regarding implementation of their respective roles.
   (D)   The initial vision statement for the city of Albuquerque is: “A dynamic and diverse community celebrating its heritage, committed to sharing power and opportunity and working in harmony to sustain our environment and create economic vitality for this and future generations.”
   (E)   The O-119 Goals and Objectives two-year cycle shall begin in the summer of 1996 with a progress report and holding of a civic forum.
