§ 1-1-13 DEVELOPMENT IMPACT FEES, LAND USE ASSUMPTIONS.
   (A)   The “Development Impact Fees, Land Use Assumptions,” attached to Resolution No. 7-1995 is hereby adopted as the Land Use Assumptions of the city.
   (B)   The policy of the city shall be that when there are significant differences with respect to location in the cost of the provision of capital improvements the cost of which may be recovered through development impact fees as provided in the Act, service areas shall be established and development impact fees proposed to reflect these cost differentials. Should the deadline for compliance with the Act be extended for approximately one year or longer, the Mayor shall develop proposed impact fees which follow the policy contained in this section. Should the deadline for compliance not be extended for approximately one year or longer, the development impact fees initially adopted shall be immediately reviewed to follow the policy contained in this section.
   (C)   The city shall develop evaluative criteria and policy direction with regard to growth which shall incorporate, but shall not be limited to, the following elements: the real estate market, capacity of the transportation system, capacity of the public schools, environmental impacts, water quantity and quality. These criteria and policy direction shall be incorporated into the land use assumptions required by the Development Fees Act. The development of the evaluative criteria and policy direction and their incorporation into the land use assumptions shall be conducted with ample opportunity for public hearings and involvement and shall include the usual planning and land use entities and procedures. Should the deadline for compliance with the Act be extended for approximately one year or longer, the Mayor shall develop revised land use assumptions which follow the policy contained in this section. Should the deadline for compliance not be extended for approximately one year or longer, the Land Use Assumptions initially adopted shall be reviewed immediately to follow the policy contained in this section.
   (D)   The employment land use assumptions shall be reviewed as soon as practical after the city obtains recent, actual employment totals by Planning Information Area. This review shall determine whether revisions to the employment forecasts contained in the adopted Land Use Assumptions are necessary.
