§ 1-1-8 ACCESS CONTROL AND RIGHT-OF-WAY ACQUISITION POLICY FOR PASEO DEL NORTE.
   (A)   It is the policy of the city to acquire the necessary right-of-way to accommodate a future freeway type facility with “urban interchanges” at appropriate points in the Paseo del Norte Corridor between Paseo del Volcan and Tramway Boulevard. This right-of-way shall be a minimum of 156 feet.
   (B)   Access to Paseo del Norte between Paseo del Volcan and Tramway Boulevard shall be permitted only as specified by resolution of the UTPPB and shown on the Long Range Major Street Plan. At this time, such approved access types and locations are limited to the following:
      (1)   Access to Paseo del Norte shall be limited to one of the following three type of interchange/intersections:
         (a)   Interchange configuration;
         (b)   At-grade dedicated street intersection with median opening; and
         (c)   At-grade dedicated street intersection without median opening.
      (2)   Access via an interchange configuration (Type A) shall be initially provided at Coors Boulevard and Interstate 25, with a subsequent interchange identified for Second Street.
      (3)   Access via an at-grade intersection with a median opening (Type B), and traffic signalization as warranted, shall be provided at approximately one-half mile intervals:
         (a)   Paseo del Volcan;
         (b)   Boulevard de la Oesta, extended;
         (c)   Rainbow Boulevard;
         (d)   Universe Boulevard;
         (e)   Urraca Street/La Paz Drive Connection;
         (f)   Unser Boulevard;
         (g)   Golf Course Road;
         (h)   An Unnamed Collector Between Golf Course Road and Eagle Ranch Road;
         (i)   Eagle Ranch Road;
         (j)   Fourth Street (temporary);
         (k)   Second Street (temporary);
         (l)   Jefferson Street;
         (m)   San Pedro Drive;
         (n)   Louisiana Boulevard;
         (o)   Wyoming Boulevard;
         (p)   Barstow Street;
         (q)   Ventura Street;
         (r)   Holbrook Street;
         (s)   Eubank Boulevard;
         (t)   Browning Street;
         (u)   Lowell Street; and
         (v)   Tramway Boulevard.
      (4)   Right-in/right-out access (Type C) shall be provided at:
         (a)   Rancho de Palomas (south side of Paseo del Norte between Wyoming and Louisiana);
         (b)   Midway between Eagle Ranch Road and Golf Course Road (per the Riverview Sector Plan); and
         (c)   Between I-25 and San Pedro Boulevard, to serve the south side parcel.
      (C)   Amendments.
         (1)   The City requests that the managed lane study conducted by the Mid-Region Council of Governments for the Albuquerque Metropolitan Planning Area should include an analysis of managed lanes along the Paseo Del Norte Corridor from Eubank Boulevard to the Eastern Alignment of Paseo Del Vulcan.
         (2)   The City of Albuquerque hereby designates creation of two additional lanes along the Paseo Del Norte Corridor from Eubank Boulevard to Paseo Del Vulcan’s Eastern Alignment, that are to be managed lanes, as the highest priority for funding among transportation projects within the City to be funded from the United States Department of Transportation, the State of New Mexico and the 2009 City of Albuquerque General Obligation Bonds.
         (3)   Scoping and planning for this project should include an analysis of constructing the managed lanes as reversible lanes.
         (4)   The existing general purpose lanes should remain as such and should not be converted to managed lanes. Between Edith Boulevard and Unser Boulevard the managed lanes should be located within the existing built cross section of Paseo Del Norte. The planning and design of the managed lanes should adhere to applicable policies within adopted corridor and sector plans that overlay the Paseo Del Norte corridor.
