The plan recommendations of the City Edges (Bosque) Study as contained in Vol. 1, Plan Recommendations, are adopted as an implementation guide to the open space element of the comprehensive master plan for the city and the county of Bernalillo with the following provisions:
(A) The “Nature Preserve System” that is recommended shall have as its general purpose the preservation and management of the river's floodway and adjacent public lands.
(B) The “Recreation System” that is recommended shall have as its general purpose the use of river-related areas for public recreation and enjoyment.
(C) Public participation in the development, revision, and enforcement of any recommended plan or program shall be provided for, encouraged, and assisted at the earliest possible time in the planning process.
