(A) The minimum standards for residential property rehabilitation in community development areas, are hereby in all respects approved and adopted by reference.
(B) The minimum standards for residential property rehabilitation in community development areas shall be known as and cited as “Community Development Rehabilitation Standards.”
(C) All residential rehabilitation undertaken with financial assistance from the city shall result in compliance with the minimum standards herein established notwithstanding any other provisions of local law or rule and assurance on the part of the recipient that rehabilitated properties will be adequately maintained.
(D) The minimum standards herein established may be modified only by appropriate City Council action citing the change or modification in a community development plan as approved by the City Council.
