§ 14-11-3 INTENT.
   (A)   This article is intended to help achieve Article IX of the Charter of the City of Albuquerque. It is also a means of conforming solar rights to local plans and laws: the Albuquerque/Bernalillo County Compre-hensive Plan, and the Integrated Development Ordinance of this code of ordinances. It is intended to create orderly, harmonious, and economically sound development in order to promote the health, safety, convenience, and general welfare of the citizens of the city.
   (B)   The city recognizes that economic benefits can be derived for the people of the city from the use of solar energy. The city encourages the use of solar energy. This article is appropriate as a means to settle property rights so that people can build structures and plant vegetation knowing what solar rights restrict their development and so that people can know the extent of the solar rights which attach to a solar collector.
