The City Council hereby grants a license to owners of residential property who obtain a permit therefor under the provisions of the Building Code as amended to erect and maintain a wind resistant and dust resistant fence or wall as therein provided on the city-owned land lying between the existing sidewalk or existing curb line and the front line of the residential property of the applicant.
