§ 14-10-1 POLICY.
   It is hereby declared to be the policy of the City Council to encourage the maintenance of lawns and ground cover and the beautification of residential property by cooperating where feasible with residential property owners in erecting and maintaining wind resistant and dust resistant walls and fences.
