In accordance with the powers vested in the city by the Urban Renewal Law of the state, the City Council of the city hereby determines and declares that the exercise of all Urban Renewal project powers contained in the Urban Renewal Law shall be by the Urban Renewal Agency of the city, and such Urban Renewal Agency is hereby vested by the City Council with all the powers, functions, rights, duties and privileges contained in said laws as if conferred originally by the Urban Renewal Law of the state. The powers herein mentioned and granted are limited to the extent made necessary by the limitations and exceptions imposed upon the powers of an Urban Renewal Agency by the Urban Renewal Law.
