(A) The Zoning Administrator, a city employee designated by the Planning Director, is the Enforcement Officer and has the authority and duty to enforce this article.
(B) An application for a building permit in relation to a stationary railroad car shall be approved by the Enforcement Officer. A permit issued in conflict with the provisions of this article is void.
(C) The Enforcement Officer or his designated representative has the authority to enter all premises for the purpose of inspection, provided, however, that no building or stationary railroad car shall be entered without the consent of the owner or occupant.
(D) In the event a stationary railroad car is located in violation of this article, the Enforcement Officer, in addition to other remedies, may institute an appropriate action or proceeding to prevent the unlawful action, to restrain, correct, or abate the violation; to prevent the occupation of the building, structure, or land, or to prevent an illegal act, conduct, business, or use in or about the premises.
