It shall be the duty of the Mayor to designate the respective numbers for buildings and houses fronting on all existing streets and on all streets hereafter to be laid out or extended and to formulate rules and regulations regarding such designation in accordance with this article. Whenever a change or extension of any street shall necessitate a change in the building on the street, the Mayor shall designate the proper number.
