For the purpose of this article, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
COMMISSION. The Small Business Regulatory Advisory Commission.
LOCAL BUSINESS. A business that maintains its principal office and place of business in the city or Bernalillo County.
RULE. Rule means:
(1) An ordinance or resolution adopted or proposed to be adopted by the governing body that imposes, increases or changes the basis for calculation of a fee that is paid in whole or in substantial part by small businesses or that directly or indirectly impacts the formation, operation or expansion of a small business; or
(2) The promulgation of a rule, regulation, or administrative policy by the city that imposes, increases or changes the basis for the calculation of a fee that is paid in whole or in substantial part by small businesses or that directly or indirectly impacts the formation, operation or expansion of a small business.
SMALL BUSINESS. A local business which employs an average of fewer than 20 full-time employees in a calendar year.
