No professional fund raiser shall commingle his personal funds with contributions collected through a charitable solicitation. Every professional fund raiser shall establish a special trustee bank account for each charitable organization represented into which shall be placed all money coming into his possession in connection with solicitations for such charitable organizations. Separate books or records shall be kept by a professional fund raiser for each solicitation showing the amounts of contributions coming into his possession. Such books or records shall also show all disbursements made of contributions. All such books, records and special trustee bank accounts shall be subject to inspection by the Mayor.
