In any case in which a hearing is held pursuant to a franchise agreement, other than for renewal or revocation of a franchise, the City Council may conduct the hearing or, in its sole discretion, may delegate such hearings to the Utility Franchise Committee, or the Cable Franchise & Hearing Board to conduct the hearing and submit a proposal for decision to it, pursuant to the authority of the Chief Administrative Officer or the rules of practice and procedure of the Cable Franchise & Hearing Board. A grantee shall have the right to address the City Council concerning any proposal arising from any proceeding conducted before other than the City Council.
