The Mayor shall have primary responsibility for the administration of §§ 13-5-1-1 et seq. and any franchise [i.e., §§ 13-5-3-1 et seq.] granted hereunder and the implementation of the complaint procedures specified in this article. The Mayor is hereby authorized to settle any dispute arising from subscriber complaints. Complaints relating to the quality of service, equipment malfunction, and similar matters shall be addressed to the grantee; complaints relating to rates, programming, use of public channels and similar matters shall be addressed to the Albuquerque Cable Television Advisory Board. Any person dissatisfied with the resolution of his complaint by the grantee or the Board may appeal the decision to the Mayor. The grantee shall give notice of the procedures for reporting and resolving complaints to each subscriber at the time of initial subscription to the cable system service.
