No franchise shall be exclusive, or prevent city from issuing other franchises, or prevent city from itself constructing, operating, or maintaining its own cable system. The city shall authorize or permit any person providing video programming services and/or cable services to enter into the public rights-of-way in any part of the franchise area on terms or conditions substantially similar to those applied to another grantee pursuant to its franchise already issued.
