Any franchise shall be issued in the form of an ordinance and must be accepted by the grantee pursuant to the terms of this article for the franchise to become effective. Should there be an inconsistency or conflict between any provision of this ordinance and the terms, conditions or other provisions in a franchise ordinance issued to a grantee, the cable ordinance shall control except where expressly provided otherwise in the franchise.
