The purpose of §§ 13-5-1-1 et seq. is to provide for the granting of franchises for cable systems and open video systems under certain terms and conditions, to establish certain requirements for use of public rights-of-way and other property by such systems, to provide for establishment of customer service standards applicable to such systems, and to provide for the regulation and use of such systems.
