The City and the Authority recognize and agree that conservation programs offer opportunities for the efficient use of water and reduction of customers' costs. The Authority recognizes and shares the City's strong desire to advance the implementation of cost-effective conservation programs that provide direct opportunities to the Authority's customers to manage more efficiently their use of water and thereby create the opportunity to reduce their costs.
