The City expressly reserves, and the Authority expressly recognizes, the City's right and duty to adopt, from time to time, in addition to the provisions herein contained, such Charter provisions, ordinances and rules and regulations as the City may deem necessary in the lawful exercise of its police power for the protection of the health, safety and welfare of its citizens and their properties.
