§ 13-4-9-6 FRANCHISE NOT EXCLUSIVE.
   The right to use and occupy said rights-of-way for the purposes herein set forth is not and shall not be deemed to be, an exclusive franchise, and the City reserves the right to itself to make or grant a similar use of the said rights-of-way to any other person, firm, or corporation.
