The Council finds it necessary to grant a franchise to the Albuquerque-Bernalillo County Water Utility Authority to develop, lay, re-lay, construct, maintain, operate and remove pipes, systems, works, lift stations, manholes, storage tanks, reservoirs, appliances, and other structures and facilities, on, over, under, along and across all rights-of-way in or owned by the City for the purpose of providing water and wastewater services all as more specifically set out below.
