The installation, construction, operation and maintenance of the system and the conduct of the Grantee's business shall comply with all current federal, state and City laws, regulations and ordinances applicable thereto. Notwithstanding anything to the contrary in this Franchise, in the event of any conflict between federal or state laws, rules and regulations and local laws, ordinances (including this Franchise), resolutions, departmental rules and regulations; federal and state laws, rules and regulations shall control.
