(A) This Franchise authorizes Grantee to rent the Public Rights-of-Way and to construct, maintain, operate and repair the System to provide natural gas service within the City and to provide such other services as Grantee is required to provide; and for that purpose to erect, install, construct, repair, replace, reconstruct, maintain facilities appurtenant to such System in, on, over, under, upon, across, and along those Public Rights-of-Way and public places that the City may authorize Grantee to use.
(B) This Franchise does not convey rights other than as expressly specified in this Franchise; no rights shall pass by implication.
(C) This Franchise shall not include, or be a substitute for:
(1) Complying with requirements for the privilege of transacting and carrying on a business within the City;
(2) Permits, agreements or authorizations required in connection with construction, operation or repair of the system, including by way of example and not limitation, street cut permits or zoning variances; or
(3) Permits or agreements for occupying any other property of the City or private entities to which access is not specifically granted by the Franchise.
