§ 13-4-8-3 PURPOSE.

   The purpose of this ordinance is to:

   (A)   Minimize the congestion, inconvenience, visual impact, and other adverse effects on the City's Public Rights-of-Way; and

   (B)   Obtain fair and reasonable compensation for the use and rental of the Public Rights-of-Way; and

   (C)   To the extent permitted by state and federal law, exercise such other powers as the City may have to protect the public health, safety and welfare.
